You could select the outline you beleive to be the outline use single layer mode to make it easier to select and then run "create board oultine fro selected objects".

I could be mistaken but to me the menu items you are seeing seem to indicate that you don't have a board outline and this is why you cant redefine it, because it doesn't exist. I am using Altium Summer First unlock all primitives and then try to move all. It also works fine in Altium summer 9. We are all strangers to our hidden potential until we confront problems that reveal our capabilities.

When I unlock the primitives a lot of traces get deleted to vias just as if I were to move the entire board with the primitives locked. The traces that get deleted are different in the two cases so I'm not sure what's going on there. It must be a bug or some rule that I have not yet explored that is causing these issues maybe. Is there a simple way to unlock all primitives at once? Because I am unlocking them one by one by going to the components properties to unlock the primitives.
